Case Overview: On November 30, 1994 at 11:48 p.m., Officers with the Lexington Police department were flagged down reference an assault victim lying in the roadway on Rose Street. Upon arrival, they located the victim, later identified as Frank Devine suffering from a gunshot wound. Mr. Devine was transported to the hospital where he was later pronounced deceased.
