The Lexington-Fayette Urban County Government is a fully merged city-county government that operates under a Mayor-Council form of government where executive and administrative functions are vested with the Mayor and legislative authority rests with the Urban County Council. Grants and Special Programs is the governmental unit that has responsibility for the planning and writing of grant applications for federal funds and responsibility for the financial management of federal funds and for compliance with federal regulations. Grants and Special Programs has responsibility as lead agency for the development of the consolidated plan and for contracting and management of CDBG, HOME, and ESG funds. The purpose of this page is to provide recipients with a general location for various policies and forms pertaining to grants administered by Grants and Special Programs.
Section 3 Plan
The United States Congress passed Section 3 of the Housing and Urban Development Act of 1968 to further the goal of ensuring that residents benefit from projects that are totally or partially federally funded. The Housing and Urban Development Act of 1968, as amended by Housing and Urban Development Act of 1994, requires that to the greatest extent feasible the LFUCG ensure employment and other economic opportunities generated by the Department of Housing and Urban Development (HUD) funds be directed to low- and very-low income residents within the project area.
LFUCG is committed to helping low income residents and businesses receive economic opportunities through training, employment and contracting from HUD assisted projects. LFUCG will ensure that recipients of federal funds for HUD assisted contracts make good faith efforts to provide “to the greatest extent feasible” employment, training and contracting opportunities to Section 3 residents and business concerns.
The LFUCG has developed the Section 3 Plan to ensure compliance with the requirements of Section 3. The plan covers the LFUCG Division of Grants and Special Programs projects that fall under Community Development Block Grant (CDBG), HOME Investment Partnership, Housing Rehabilitation, and Public Improvement Construction projects.

HOME Rent and Utility Allowance Policy
Per the 2013 Final HOME Rule, owners of projects funded with HOME after August 22, 2013, can no longer use Public Housing Authority Utility Charts when calculating the Utility Allowance. Upon release of the new HUD Rent Limits each year, HOME-assisted properties will have two (2) months from the date of release to complete and submit their rent and utility allowance schedules and rent increase Request Forms to LFUCG for review using the attached "HOME Rent and Utility Allowance" cover sheet and request form (the "Request Form"). Completed forms along with any documentation should be sent to Theresa Reynolds at teresar2@lexingtonky.gov.
By October 1 each year, LFUCG's Grants & Special Programs staff members will analyze and communicate their decision with the owner/manager. A formal letter will be sent indicating LFUCG's approval or disapproval of the rent and utility allowances. If rent and utility allowances are not approved, properties must resubmit prior to Implementing new rent and utility allowance schedules.
