Project Team

The 2021 Lexington-Fayette Urban County Government (LFUCG) Disparity Study is being conducted by five firms. The firms have expertise relevant to conducting the study in a manner that meets the highest industry and legal standards.

BBC Research & Consulting

BBC LogoBBC Research & Consulting. BBC Research & Consulting (BBC) is a 51-year-old economic and diversity research firm based in Denver, Colorado. The firm has completed more than 130 disparity studies for cities, counties, states, transportation agencies and other government entities across the country. BBC is also considered a national expert in helping agencies develop and refine their implementations of small and diverse business programs. The firm has provided expert testimony related to disparity studies and diverse business programs on several different occasions, most recently as part of the successful defense of the California Department of Transportation’s implementation of the Federal Disadvantaged Business Enterprise (DBE) Program, which was based in large part on a BBC disparity study.

EHI Consultants.

EHI logoEHI Consultants (EHI) is a Black American-owned MBE that is a local leader in urban planning and engineering based in Lexington. EHI’s principal, Mr. Holmes, served as Director of Planning for the Bluegrass Area Development District for 16 years, where he directed and led the regional land use and comprehensive planning efforts for the central Kentucky Bluegrass Region. He also served as cabinet secretary for the Kentucky Cabinet for Public Protection and Regulation, Vice Chairman of the Kentucky Public Service Commission, and Vice President of Cincinnati Bell Telephone. For the LFUCG Disparity Study, EHI will be responsible for conducting in-depth interviews and facilitating community engagement efforts.

Abundant Living

Abundent Living logoAbundant Living is an MBE- and VOSB-certified, woman-owned diversity, psychological and coaching services firm in Lexington. Abundant Living’s areas of expertise include social science research, data collection, quantitative and qualitative data analysis, survey design, in-depth interviews and research writing. For the LFUCG Disparity Study, Abundant Living will be responsible for conducting in-depth interviews and facilitating focus groups.

Davis Research

The firm develops sophisticated telephone and web-based surveys and offers professional computer-aided telephone interviewing services. For the LFUCG Disparity Study, Davis Research will be responsible for conducting surveys with businesses in the local marketplace.

Holland & Knight

Holland and KnightHolland & Knight is a multi‐national law firm and has participated in more than 60 disparity studies with BBC. BBC works with Holland & Knight to develop the legal analysis and framework on disparity studies and to consult on legal issues. Holland & Knight also has extensive experience conducting in‐depth interviews; collecting and analyzing anecdotal evidence, and assessing potential supplier diversity measures. Holland & Knight will develop the legal framework for the LFUCG Disparity Study.
