Consolidated Plan

The functions of the consolidated plan are: 

  1. To serve as a planning document for LFUCG, which builds on a participatory process with individuals and community organizations; 
  2. To serve as an application for federal funds under HUD's formula grant programs which include the Community Development Block Grant (CDBG) program, the Emergency Solutions Grants (ESG) program and the HOME Investment Partnerships (HOME) program; 
  3. To serve as a strategy to be followed in carrying out HUD programs; and,
  4. To serve as an action plan that provides a basis for assessing performance.

Development of the Consolidated Plan

Staff members of Grants and Special Programs are responsible for developing the plan, submitting it to the U.S. Department of Housing and Urban Development (HUD) for approval and administering the applicable HUD programs. The Urban County Council is the entity with the legal authority to approve the plan, allow for submission to HUD, and to execute agreements for the applicable projects. 

With respect to the Consolidated Plan, Grants and Special Programs’ responsibilities include:

  1. A review of Lexington's estimated housing and community development needs projected for the ensuing five-year period of the planning process. 
  2. A review of how well the housing market meets the needs of the area population with particular emphasis on how well the housing supply meets the needs of low-income residents, individuals with Limited English Proficiency (LEP), persons with disabilities, and persons with HIV/AIDS and their families.
  3. Development of recommendations on the specific objectives and the identification of proposed accomplishments with respect to affordable housing, homelessness, other special needs, non-housing community development needs, barriers to affordable housing, lead-based paint hazards, anti-poverty strategy, institutional structures for carrying out the plan, and activities to enhance coordination between public and private resources and services.
  4. Solicitation of public participation in the consolidated plan process which includes public hearings, opportunities to submit written comments, and requests for funding.
  5. Annual solicitation of applications requesting funding from the Community Development Block Grant program, the HOME Investment Partnerships program, and the Emergency Solutions Grants program. When the draft plan is published for comment, it includes the list of recommended projects.

CAPER

The primary purpose of the Consolidated Plan Annual Performance Report (CAPER) is to report on accomplishments of funded activities within the program year and to evaluate the grantee’s progress in meeting one-year goals described in the Annual Action Plan and long-term goals described in the Consolidated Plan. The report also provides the LFUCG an opportunity to evaluate the effectiveness of programs. The CAPER is typically submitted annually to HUD by Sept. 30.

Citizen Participation Plan

The Citizen Participation Plan is a pathway for all residents to exercise their voices and to influence decisions that affect their communities, neighborhoods, and way of life. First adopted on Feb. 23, 1995 (Ordinance # 40-95), the plan was amended on April 17, 1997, Nov. 4, 1999, March 22, 2007, and most recently Sept. 29, 2016. 

This Citizen Participation Plan has been developed to set forth the LFUCG's policies and procedures for public participation in the development of a consolidated plan for LFUCG's participation in the U.S. Department of Housing and Urban Development's (HUD) Community Planning and Development Programs. The plan was amended to include changes in local processes and to reflect new federal regulations concerning 24 CFR Part 5 Affirmatively Furthering Fair Housing. This new rule replaces the previous Analysis of Impediments to Fair Housing Choice and requires an Assessment of Fair Housing (AFH).

The Citizen Participation Plan was adopted by the Urban County Council on May 28, 2020.  

Analysis of Impediments

LFUCG, as a recipient of federal grant funds under the Community Development Block Grant Program, must periodically conduct an analysis of fair housing known as an Analysis of Impediments to Fair Housing Choice or AI. The AI is a review of barriers to fair and equal housing choice and covers public and private policies, practices, and procedures affecting housing choice across Lexington.
