Urban County Arts Review Board (UCARB)

Authorizing Legislation: Code of Ord., Ch. 2, Art. XVII

The Urban County Arts Review Board reviews proposals for visual artwork in public spaces, including but not limited to memorials, monuments and lighting projects, and for aesthetic opportunities; advises the Department of General Services, Risk Management Safety, Loss & Control, other appropriate divisions, and the council-member in whose district the artwork is proposed to be placed of the proposals.

Project applications

The Urban County Arts Review Board reviews all proposals for the placement of visual artwork, for a period of twelve months or longer, in or on spaces owned by the Lexington-Fayette Urban County Government.

The UCARB will provide each application with a conceptual design approval, a final design approval, and a post-installation approval, each of which will occur at a separate quarterly meeting of the Board. Please allow ample time for the several reviews that will be necessary before a project is approved. A minimum of six months is recommended.

1. Review the LFUCG's existing policies such as LFUCG Historic Properties descriptions, regarding public art. Questions can be emailed to Heather Lyons, the Director of Arts and Cultural Affairs, at hlyons@lexingtonky.gov.

2. Submit an LFUCG Property Use Request Form.

Dependent on the project, the LFUCG Property Request Use Request Form will then be referred to other LFUCG departments such as Historic Preservation, Facilities Management, and Parks & Recreation for input and approval to proceed with the full application and review process.

3. Upon review and initial approval from LFUCG departments, an approval to proceed will be provided to the project applicant and the UCARB application (available at the link below) can then be completed. 

All application fields must be completed. Incomplete applications will not be considered.

All applications must be submitted a minimum of 10 days prior to the meeting at which the application will be reviewed.

All approved project applications must submit a final written report within 30 days of the completion of the project.

Please note that all Public Art projects submitted to UCARB are required to complete the maintenance plan section of the application including identifying any funding or donated services to provide the maintenance for the project.
