On January 16, 2009, Mayor Newberry appointed Doug Martin to serve as the 10th District Representative to the Lexington-Fayette Urban County Council. Mr. Martin fills the unexpired term of Don Blevins, Jr., who resigned to serve as Fayette County Clerk.
Martin was born in Lexington and grew up in Gardenside, where he attended James Lane Allen Elementary and Beaumont Middle School. He graduated from Woodford County High School after his parents moved the family to a small farm outside of Midway. Martin attended the University of Kentucky and the UK College of Law, where he was active in the UK Honors Program and the Kentucky Law Journal.
During his 20 year law career, Martin has worked for several of Kentucky’s largest law firms, and focuses his practice on business law, commercial real estate transactions, and nonprofit and association law. During the administration of Gov. Brereton Jones, Martin served as General Counsel to the Kentucky Cabinet for Economic Development, where he wrote laws creating several financial incentive programs, and where he served as legal counsel to the Kentucky Economic Development Finance Authority. In 2008, Martin authored House Bill 638 enacted by the 2008 Kentucky General Assembly, which eased restrictions governing out-of-state commercial real estate brokerage licensing. Martin is also a frequent speaker and author on business law and real estate law topics.

In recent years, Martin has become more and more active in community affairs. He is a 1993 graduate of Leadership Lexington and a 1995 graduate of Leadership Kentucky. His current and past board affiliations include the Fayette County Bar Association, the Lexington Philharmonic Orchestra, the Beaumont Residential Association, the Beaumont Neighborhood Association, and Certified Commercial Investment Managers (CCIM Lexington Region). He previously served as President of the Beaumont Neighborhood Association.
Martin is an avid musician and supporter of the Arts and presently sings in the bass section of the Lexington Singers. He shares Mayor Newberry’s vision for Lexington as a true “Athens of the West,” and challenges all Lexingtonians to support the LexArts Campaign For The Arts. As 10th District Councilman, Martin is committed to delivering an effective and efficient government with a clear vision for Lexington’s economic future.
Doug Martin is married to Lee Ellen Martin, and they have two children, six and nine, who attend Rosa Parks Elementary.
