The Lexington-Fayette Urban County Government recently received notification of the annual solicitation award from the United States Justice Department regarding the Edward Byrne Memorial Justice Assistance Grant Program FY2010 Local Solicitation. The JAG program is a blend of the previous Byrne Formula and Local Law Enforcement Block Grant Programs, providing local agencies with the flexibility to prioritize and place justice funds where they are needed most. LFUCG is eligible to receive a formula amount of $367,774. No matching funds are required.
JAG funds may be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, information systems for criminal justice, and criminal justice-related research and evaluation activities that will improve or enhance:
• Law enforcement programs.
• Prosecution and court programs.
• Prevention and education programs.
• Corrections and community corrections programs.
• Drug treatment and enforcement programs.
• Planning, evaluation, and technology improvement programs.
• Crime victim and witness programs (other than compensation).
The Division of Police submits the below goods and services for this local award:
The LFUCG Division of Police is proposing to use these funds to continue the support of four civilian positions established under the 2009 Recovery Act Edward Byrne Memorial Competitive Grant Program: Hiring of Civilian Law Enforcement. These positions included a Public Information Officer, two Evidence Technicians, and one Police Analyst.
The civilian Public Information Officer, two Evidence Technician will be retained to continue the work of these crucial positions which are committed to informing the community through the news media of events within the public domain that are handled by or involves the Division of Police, collecting and processing all evidence from crime scenes. The Police Analyst position will identify crime patterns and crime mapping which includes robberies, burglaries, larcenies, etc which will help with the reduction of crime.

The Public Information Officer will be assigned to the Office of the Chief of Police, the Evidence Technicians and Police Analyst will be assigned to the Bureau of Investigation in the LFUCG Division of Police. Salaries are based upon comparable rates of pay for other personnel with the same training, experience and qualifications.
Benefits for public information officer, evidence technicians and police analyst are calculated as for all other civilian staff members of the Lexington-Fayette Urban County Government. Pension rate is for participation in the Kentucky County Employees Retirement System which is mandatory for all established positions.
The Local JAG application must include a statement that the application was made public and that, to the extent of applicable law or established procedure, an opportunity to comment was provided to citizens and neighborhood or community organizations.
